Yet assuredly there are many who delight in the prospect. And on this side too the motives are of differing worth. Some will welcome change out of nothing better than childish giddiness, glad to see things turned upside down for the mere sport, at bottom caring for the new no more than for the old. Others, a vast host, will be gladdened by the promise of a new order of things, because the present state bears so hardly, so cruelly, upon themselves ; and life is to them so full of bitter toil or care or sorrow that they are sure almost any change must be for the better.

They felt that the first of all needs for themselves and for the whole distracted world was to be governed, to be bound together in a common work appointed by a common ruling head.
