Cornell graduate Florence Kelley, first a Hull House resident, became Illinois’s first factory commissioner and subsequently general secretary of the National Consumers’ League (NCL), from which base she promoted protective laws for women workers relating to maximum hours, minimum wage, and night work; the Supreme Court endorsed maximum hours laws in Muller v. Oregon (1908). Mount Holyoke graduate Frances Perkins, first a settlement worker, became an NCL activist, labor commissioner of New York State and later, during the New Deal, the nation’s Secretary of Labor.

Once depression struck, a need for security trumped the quest for individualism. The Great Depression and the New Deal “I am sitting in the city free employment bureau,” wrote reporter Meridel Le Sueur in 1932 from St Paul, Minnesota. “It’s the women’s section. We have been sitting Nancy Woloch 21 here now for four hours. We sit here every day, waiting for a job. There are no jobs. . Most of the women who come here are middle aged, some have families, some have raised their families and are now alone, some have men who are out of work” (Ware 2002: 146).

In 1947 the birthrate began to accelerate. This began a postwar “baby boom” that did not peak until 1957 and continued into the 1960s. The first edition of Dr Spock’s child-rearing guide (1944) could not have been better timed. The book reached a million readers a year between its first edition and 1960. Women’s higher education in the postwar era promoted domesticity, too. By 1947, veterans constituted half of college enrollments and reduced women’s share of campus populations. Women’s enrollment in fact rose.
